Every dungeon clear pays tokens, and the shelf is where they go. It is the same shelf in all five dungeons - what changes is the tier it serves you from, so a row that says "a shard of my tier" costs and delivers differently in Thornhollow than in Emberthrone.
The shelf exists so that a bad month of drops is still a month of progress.
Nothing on it is faster than luck - it is just certain, and certainty is what a drop table cannot
give you.
